Answer: Yes, there is some care and maintenance.
The level of care and maintenance depends on the application and use of the artificial turf area. Indoor installations will require less care than outdoor. Pet areas will require extra maintenance, and so forth. At its most basic level, regular maintenance usually just involves picking up debris and brushing the turf.
Outdoor installation may require a little more in the way of debris removal, such as a leaf blower for leaves. This is also where one would want to perform occasional wash downs with a hose. Depending on activity level, infill may need to be cared for more regularly as well. This can include just simple brushing or go as in-depth as a replacement.
In pet areas, pet soiling will require more frequent cleaning. The pickup of solid waste, more regular hose downs, and occasional light detergent washings with a brush and a hose will often be the case. This helps maintain the turf and remove odors.
Versus natural grass, the maintenance and care of artificial turf are still far less involved and frequent. Artificial turf also removes the need for irrigation, weeding, seeding, and chemicals. Combined, artificial turf is far less costly and involved over time, between the two.
